Mr. Spencer studied law under James W. Ogdon and was admitted to the bar in 1882. In 1885 he was clerk of the judiciary committee of the Indiana Legislature while in session. He was appointed Daviess County Deputy Prosecutor in 1885. In 1889 he was journal clerk in the Indiana State Senate and in 1891 he was the Engrossing Clerk of the Indiana State Senate. In May 1894 Mr. Spencer was elected Mayor of Washington as a Democrat and served from 1890 to 1894. |

Mr. Spencer's parents moved to Indiana in 1867 and first settled in Rushville. Two years later, the family moved to Daviess County. Mr. Spencer's father was a native of North Carolina. His paternal grandfather was a Virginia native and descendant of Scotch ancestors. His mother was also native of North Carolina with English ancestors. |
